The following represents the initial release of public comments submitted through the project website comment form and via email as of November 1, 2025. These comments reflect input received since the start of the project. Additional comments will be posted in installments throughout the process. This release is not tied to any specific project phase but is intended to support transparency and allow the public to review the range of perspectives being shared.
